Action Plan for Climate and Human-Induced Risk Management for Doboj and Doboj Jug

DevCon has provided consultancy services for the development of an Action Plan for managing risks related to climate change and human-induced factors, aimed at strengthening local resilience and supporting sustainable economic development in the City of Doboj and the Municipality of Doboj Jug. The assignment was implemented within the project “Climate-Resilient Region: Partnership for the Future and Development”, as part of the broader “Local Economic Development in BiH” initiative funded by Caritas Switzerland.

The objective of the assignment was to develop a comprehensive and practical Action Plan defining priority measures and activities for strengthening the resilience of local communities while integrating climate resilience and sustainability into local economic development policies. The assignment addressed the need to improve institutional cooperation and coordination among public institutions, businesses and civil society, while strengthening local capacities for managing climate-related and anthropogenic risks.

The work included an analysis of the existing risk-management and institutional framework, covering relevant strategic, planning and sectoral documents, institutional responsibilities and coordination mechanisms, as well as the identification of key climate and human-induced risks affecting the population, infrastructure and local economy.

Based on this assessment, DevCon supported the definition of an action platform and priority areas for intervention, including the protection of critical infrastructure, resilience of business zones, support to SMEs in risk management, early warning systems, education and capacity building. Particular attention was given to establishing a model of cross-sectoral cooperation bringing together public institutions, the private sector, civil society and development partners.

The programmatic component of the Action Plan translated the identified priorities into concrete measures and activities, with clearly defined responsibilities, timelines and indicators. It also included alignment with higher-level strategies and local economic development documents, an indicative financing framework and potential funding sources, as well as a framework for implementation, monitoring, reporting and evaluation.

The resulting Action Plan provides a practical framework for strengthening local resilience, improving risk governance and enhancing the competitiveness and stability of the local economy in Doboj and Doboj Jug. It is designed as an actionable instrument that connects climate resilience and risk management with local economic development priorities and supports coordinated action among relevant stakeholders.

Through this assignment, DevCon contributed its expertise in local economic development, strategic planning, climate resilience and risk management, supporting local authorities and project partners in translating identified risks and institutional needs into concrete, implementable development measures.
